NO. You don't even need to mark the high leg when the neutral conductor isn't present.

Yes and the wording is specific.

408.3(F)(1) High-Leg Identification. A switchboard, switchgear,
or panelboard containing a 4-wire, delta-connected system
where the midpoint of one phase winding is grounded shall
be legibly and permanently field marked as follows:
“Caution _____ Phase Has _____ Volts to Ground”

thank you guys, I could not found that 408.3 (f)(1) on my NEC copy. I needed to write High-leg, not high leg.
