High leg marking

110.15 tells me about it but I thought that the wild leg was reccomended to be on B phase but cannot locate it in the 2005 NEC. This is partly done so that reversing of motor loads can be done by just swapping A and C phase. Is there anything in there that tells me it needs to be on B phase?

How does the presence of a high leg impact changing motor rotation?
