I know the utility co. places the 208V high leg of a 120/240V delta service on C phase in the meter base. Is there a reason we then place the high leg on phase B in panels fed from the meter base? I was also told the utility meter will not work correctlly if the 208V high leg isnt on phase C in the meter base, is this true? Thanks.

We put the high-leg on phase B because it is a code requirement. I don't have my NEC here, but if you look in the article that governs panels (art 408?) you will see that is a requirement.
