High pressure sodium light not working

We have replaced the starter and tested the capacitor in this light. We also tested the start up voltage and on voltage. It is the same as the lights that are working. I don't know what to do at this point.

Start at page 29.

But reallistically, it's not worth the time to troubleshoot individual components. Replace the ballast, cap & bulb, and 99 44/100% of the time it's fixed.
