Mike Holt had a video and article about something that is similar, not exactly, but still about the resistance factor in the ground path and whether a CB will trip. He tied a conductor from a power source straight to a ground rod, then amp probed the conductor. It went pretty high, and the 15 or 20A CB didn't trip. Showing that the ground (earth) itself isn't a great conductor with low currents.

It all depends on the size of the overcurrent device, for the earth path to allow initiation.

Chris, what is your question? Current is completelty dependant on the voltage and resistance. Earth cannot be used as a fault path.
