high rise building - elevator circuits

For the elevator serving passenger in a high rise building, should the elevator's 480V power circuit and 120V control, cab light circuits be powered from
emergency panel (NEC 700) or legally required panel (NEC 701)? Will both circuits be required to be protected by 2-hour fire rated enclosure?

If you are building under the IBC section 408 (I believe) says the elevator power circuit shall be supply by a standby (legally required) and the elevator lights shall be emergency power.

I don't believe either need special fire protection.

If there are (2) elevator banks, each bank has (3) elevators... should both elevator banks be fed from legally required panel?

IMO both need to be so fed. Not so much so that they can all continue to be used during an outage but that any elevators between floors or near a fire floor can be moved to a safe landing.
