When mounting the surge counter the connection of the counter to the arrester bottom terminal should be isolated cable as per manufacturer instruction but what about the connection of counter opposite terminal that will be connected with the grounding grid, it also should be with insulated cable????????

It should not matter whether insulated or not. You want that cable to be short and direct to the best ground possible. I have seen many arrester installations on power transformers that are bare bus on 2kV standoffs. Others use bare reverse-strand wire. It is a good idea not to bond the arrester down-lead to the neutral ground (if used) and not to the transformer tank. You want the surge current to bypass everything and go direct to gound.
