For a 35 KV service, I was told that you could get better fault protection with a 4 wire service. How is a 4 wire service better if there is a fault and how is this configured (ie where do they ground, how do we know when and where there is a fault, is the 4th wire a ground or neutral, etc.)? Where can I get additional info on this?

Most (if not all) medium voltage services to facilities will be 3 Phase 4 wire. A, B, C, and Ground. If you own the distribution system, you'll need to consult with an electrical power engineer or senior electrician with experience in this area. If the utility owns the medium voltage distribution system, then they can assist you.
