High Voltage to Sand Barge

Owner desires 12 kv volt- 3 ph to sand barge in pond--- 15 kv - 3 conductor with ground shield (overhead to pole at shore edge and flexible cable on floats to barge---industrial site) -- will have transformer on barge to 480 volts with 600 MCC ---Anyone done this and what are possible concerns?

90.2(B) Not Covered. This Code does not cover the following:
(1)Installations in ships, watercraft other than floating buildings, railway rolling stock, aircraft, or automotive vehicles other than mobile homes and recreational vehicles

Installation requirements for floating buildings are found in Article 553.

FPN:Although the scope of this Code indicates that the Code does not cover installations in ships, portions of this Code are incorporated by reference into Title 46, Code of Federal Regulations, Parts 110?113.

The NEC does not specifically cover shipboard wiring. Title 46 of the Code of Federal Regulations, Parts 110-113, however, does contain many specific NEC-referenced requirements. These requirements, which originated in the NEC, are enforced by the U.S. Coast Guard.

Barge is in a large pond at an industrial site - dredging/mining sand for sale.

Charlie what about the cable from the service to the barge. I agree that the NEC doesn't cover the inboard wiring of a ship or other floating structure, but doesn't it cover the wiring to the floating vessel? As this is not inboard, onboard or "IN" the barge?

Bryan questioned the applicability of this section so I posted the section for reference. I do not venture into places that are totally outside my area of expertise. If I had to guess, this would fall under Article 553 if it falls under the NEC at all. Unfortunately, this is one of the places that I can not tread. In other words Wayne, I will be learning right there with you when others address this question. :D

One of the reason's I asked is in the past I have done a few marina's, And I have always had to comply with article 555. Or 553 But I do have a hard time seeing where either of these two articles would apply. because this sounds more like a mining operation and if so it would be exempted under 90.2(B)(2)

(2) Installations under ground in mines and self-propelled mobile surface mining machinery and its attendant electrical trailing cable
It does say surface mining machinery but doesn't say land or water? :D
