How about a proposal to simply "highlight" any changes from the previous cycle? That would sure make it easier to keep up with the new requirements.

That is the function of the vertical line in the margin, however it is not as useful with the newer additions as in the previous ones. Now the vertical line is shown for the complete paragraph where a change was made even if the change was only a comma in one line. In the older code books the vertical line only appeared next to lines that had changes. They only mark the changes in the code book and not in the handbook.
