Does anyone have any idea what these things are on street lights (the ball things below the light). It drives me nuts trying to figure out every day driving home. Cannot understand what function they could possibly have.

Mr google says it's a "Stockbridge damper." Essentially a harmonic dampener for wind moving the pole?

Yep, but I've never seen one on a street light though. See them all the time on overhead power lines.
