highway lights

need help withhighway lights.an outside company installed a system thatsaves energy. lights era 277volts when power is turned on { HPS } lights turn on to their britest with special bulbs than power gets stepped down 20% to save energy when volt goes below 20% system stepsup the volts to 277 again . It repeats the prosses over and over until lights turn off at day light. When cheking lights i find burned fuses in some lights starter is fine ballast is fine resistors in system have 20 amp fuse lights have 10 amp fuses . Also some lights dont turn on but the next day lights that were off are now on and 3 other lights go out. changed bulbs ballast startes no luck. Any ideas thanks.

Sounds like something is in series--- bad neutral perhaps.

Have you checked the voltage at the lights?

I don't understand this system at all. Do you have any technical details you can provide?

I have heard of energy saving schemes using occupancy sensors and special electronic ballasts with metal halide lamps (for warehouse applications), but not HPS.
