We are looking at opening an office there in the Fall.

that is an interesting jump. have you considered just buying someone there to get the managers that already know how to operate there? most smaller contractors can be bought for next to nothing.

not sure how it is now but back in the 90's very tough union
not saying good or bad but probably not what you are used to
