HO installing service

In NH, a homeowner living in his single family dwelling is allowed to perform his own electrical work as long as it passes inspection. That being said, I have a HO who is doing his own service upgrade. He is replacing an old 60a overhead service with a 200a underground. Upon the initial inspection, I saw that he ran 3 conductors from his pedistall, meter, disconnect to inside the house. I required him to run a grounding conductor and left. When I returned, he had a #4 running through a 1/2" pvc to the house. My question is, is this compliant or does the grounding conductor have to be run in the same conduit as the ungrounded conductors an the grounded conductor?
