ho t5 ballast ??

A t5 high output fluorescent ballast. With motion sensor. 277volts.
As one lamp is installed it flashes on then goes off. Same when the other three lamps are installed they flash on the shut off
Bad ballast??
What voltage should the ballast kick out?
