I agree with the HO.

Have any of the breakers been tripping? Can you reset them?
Any recent fires?

If it's not broken, don't fix it. Fact is, don't touch it, or it will be your fault it broke.

The FPE breakers with the white dots bellow the "ON" are ok.

What's with the grounds coming out of the front of the panel? Is there a deadfront? FPE panels need that to keep the breakers tensioned to the buss.

How much would a panel replacement cost here? It appear surface mount, 100A, and has incredibly few circuits. It would take no time to change that out...well, considerably less time than average.

The HO doesnt need an upgrade to a 200A service if he's not tripping breakers... ha, I crack myself up sometimes.

You can swap out a panel (surface mount) pretty cheap, I would do one like that for $650 in some areas (no permit needed). In some areas they will have you bringing the grounds ( groud rods and all ) up to date and that can get a little more expensive.

But you wouldn't believe some of the estimates I have seen for small jobs like that.
