I would think that the local code officials (building, electrical and fire) and the zoning board are your best bet for answers.
There are questions that come to mind.
Could the day care portion be turn into living quarters, it probably would have to be wired accordingly.
It may be required to have Emergency Lighting,and or
a Fire alarm system.

I was interested to know if there was a certain outlet height and if the code requires GFCI protection?

Not per the NEC other than the standard GFCI requirements.

I have done day care before and we installed tamper resistant receptacles as they where specified by engineer. It seemed like a great idea but they are not code required.

My first question would be "Can a daycare be attached to a home?". But I assume the architect or whoever issued a permit or someone else has decided the answer is "yes".
