home elevator

I have a home elevator 240v single phase approximate run 100' one way. 30a breaker feeding a fused disconnect box (20a).Wire is 10-3 w/ground.
1. the neutral is floating in the disconnect box and is hooked up at the box in the neutral strip.
Is this correct?
2. Is 10-3 large enough? the load is a 3 HP motor driven pump. Rated 230v and 20 FLA

The neutral in the disconnect, if unused, must be isolated and insulated.
