where is the bushing on that 1-1/4 connector on the left? those conductors are larger than #4

Square D came out with that a couple years ago. Its a QO48L100HOM48VP for some reason its only available in the south

I think they are available in any rural area that's at least an hour from the nearest supplier.

Do those 'jumpers' between the upper and lower buses count as one or two conductors in those lugs?

obviously, as it is only one wire, it is only one wire. didn't see a problem
there...
i do see a serious flaw in workmanship however... the cutout in the
panel cover was not primed or painted. this could cause the degradation
of the quality of the installation over time.
the local inspectors here would be all over that unpainted bare metal
in a heartbeat... they would make him prime and paint it before they
would sign it off.... and they would stand there and watch it dry to
make sure it was done right...
