Is it legal to build and design your own panel boards or MDP's but use a manufacturer's breaker. Reason why is because I'm in Iraq doing electrical Audits on all new building and where trying to instill the NEC and were finding that these Sub-contractors are having them built in Baghdad. They clearly are not factory built from a UL Listed Manufacturer. Only the Breakers are. I've seen where the buss is no where big enough to handle the loads. Is there something in the NEC that talks about this situation. Thanks for all the help you guys have helped since I've been here.

1) NEC 110.3(b) requires equipment use acording to Mfg. listing, and instructions.

2) In absence of Mfg. Equipment listings (Amp rating) or labels, NEC 90.4 Enforcement dumps approval squarly on local AHJ's

A) Comments to 90.4 in "NFPA National Electrical Code Handbook" suggests AHJ's can also use engineering help for design & equipment approvals.
