Outlet for Main street vendors at base of palm tree, Huntington Beach pier.

Could not have done a better job myself.

This must fly with municipal inspectors dealing with street vendor permits at Huntington Beach pier.
 
I used to be on call after hours for a city, we had outlets in tree wells. There would be a street fair, a vendor would loose power, I would go there and find 3 crock pots plugged in on one circuit
In your picture it looks like the top receptacle had a child proof cap siliconed in, its gone now
Our electricians used Arlington power outlet posts, they ok, it was the bubble covers that didn’t last

IME there is no shortcut a food vendor won't take.

Actually, caulking up one set of holes helps with "you get ONE outlet" business and might keep some water out.
 
The Arlington are a black square plastic post that will be about 12” to top from grade.
your metal boxes look more rugged, but nothing holds up very well.
 
Found something similar in a commercial planter today.

The weather covers say Hubble, but no markings on the post. This one is convertible to one or two receptacles.

The pyramid on top of receptacle post has threaded KO for 1/2" & 3/4" see same post in foreground used for garden lighting.

Post is made if plastic, burried next to sprinklers. People were plugging their gadgets into the outlets, then leaving the cover adjar for water intrusion.
