Homeowner doing electrical work

Alright I know I am going to catch a lot of flak for this but I am hopeful I will be able to get some decent comments out of it.

I am a homeowner and I have been doing my own home electrical for many years, all up to code, I follow the NEC and state/county/city codes, I don't cut corners, I just really like doing my own electrical. I recently moved from TX to Anne Arundel County, Maryland. Fun fact in Anne Arundel county is that unless you are a master electrician, you can't pull a electrical permit. No exceptions, even if you are the homeowner and do the affidavit, Nothing!! ( I know a lot of electricians love this idea because it means more work, even though I believe now MORE homeowners will do their own electrical on their own without getting inspections now)

With all of that being said, this is what I need help with. I am wanting to do a heavy up from 200amp to 400amp mainly due to converting my house to all electric. Currently I am using heating oil to heat the house and I am moving over to a couple different mini split systems. I have gotten quotes to get the work done and they range right around 5-8K to complete the work. I am wanting to do most of the work like running the PVC conduit, setting up the disconnects, all of the odds and ends so that way the electrician can just pull the permit, run all of the electrical lines and make all of the connections. Do you think electricians would be up for that? I am just trying to find a way to reduce the cost. I know a lot of you won't be fans of that because you want the entire project to maximize profit but as a homeowner, I am trying to maximize savings.
 
I’ll just add that an electrician hired to do only PART of a project that a homeowner wants to save money on, ends up with ALL of the liability risk for work that you did, yet none of the markup on that portion that we use to pay the insurance bills…
