Homeowner's permits in Michigan

In the state of Michigan, it is my understanding that if a homeowner pulls a permit, he/she has the option to either do the work themselves, OR to hire a licensed electrician to do the work. They could also have a friend (or other unlicensed person) do it, but they would not be allowed to pay them. Is this true? If so, is there a link to a Michigan public act that verifies this?

Here's the scenario: I did work under a homeowner's permit (they wanted to pull it for whatever reason), then they hired me to do the work. However, an inspector said that if the homeowner pulls the permit, then he MUST do the work, and in fact does NOT have the option to hire a contractor to do it. Which of us is correct?
 
The inspector is correct.

I've been licensed in Michigan for 19 years and as far as I know that's always been the law.

I do know of several inspectors who knowingly turn a blind eye. They look to see it's correct but don't care who did it.
