Is there anywhere in the NEC that allows the rods to be layed horizontally?
I could not find where it is prohibited.

It is not prohibited. In fact it addresses that very thing but that may be in the handbook, I can't remember.

One more thing.
If I place them (horizontally) in a trench (2.5 ft or below) how do I figure out the space between rods?

We are hitting Rock at 4' below grade.
