Replacing existing heat pumps in a hotel, existing units had a switch for a disconnect at the unit, under the unit's cover. New unit's require 15A fuses, do you think I will be able to fit a 2-pole, 15A disconnect in the heat pump, i.e. under the cover? The existing branch circuit is protected by a 2P, 20A circuit breaker and there are 3 units on a circuit at 4.5A per unit and I wouldn't feel comfortable with 13.8FLA on a 15A circuit breaker(if I was to change from a 20A c/b to 15).

If the requirement is for fuses, and not fuses-or-breaker, you have no choice.
