Horn bypass in upstate NY?

Does anyone work in upstate NY or deal with National grid? I was reading the ESB 750 and found that a residential service 200A or less shall not have a bypass device. The meter main combo that I have purchased is a square D meter main with the horn bypass. Will national grid really not connect their meter? Seems nuts to me.
 
Haven't tried them at their word. Haven't had to hook up with a bypass meter on a NatGrid service, historically had access to a non bypass meter. Perhaps with the ongoing supply issues they might wave that requirement don't know, worth a call before installing.
 
I am guessing they mean a lever type bypass with horn and block type ok. I doubt national grid would care anyway, they dont care about much and no one is going to look at it anyway. I think the only one who might raise a fuss is an electrical inspector, as a lot of them enforce utility requirements as well.

Usually lever type bypass won't let you install the cover while lever is in the bypass position either. It is only there to keep from interrupting service when swapping meters, and maybe also operates a jaw release when in bypass position. So not allowing lever bypass meter sockets doesn't exactly make any sense, probably a specification written by someone that doesn't know what they are and just sees the word bypass and thinks it can remain bypassed indefinitely.
 
Why they make it so you need an 11mm socket wrench? I thought 10mm is the one that is used nearly everywhere.
For some reason Facebook used to think I was an auto mechanic. I got all these memes in my feed about lost 10 mm sockets.

So that's probably why they made it a 11mm, all the 10 mm sockets are lost somewhere with the socks that didn't make it out of the dryer.

Now facebook seems to think I'm an airline pilot :unsure:

Yeah and 10mm is one of those sizes that doesn't have a good SAE equivalent 🙁
