I've never done that, but I have popped in a set of jumper bars when doing rennovation work in a unit that is without power, but does have a meter can without a meter. Just long enough for me to get my day's work done. That might not fly where you work, but if anyone was to "catch" me, they'd know me personally anyhow and I'd be okay. They want you to put in jumpers and a blank cover.
The last one I did was in Waterbury and the inspector had a big box in his office. He told me to help myself.
