Hospital GF Protection of main

We have new hospital with a 500A Main in MDP. EE shows Ground Fault protection for the MDP on the riser which would required all breakers in the panel to be GF. GF protection is not required unless the main breaker is over 1000A right? EE does not show GF on the schedule for MDP nor is it in the coordination study. This is a $15K items so of course we do not want to provide GFI if it is not necessary.
 
I am not sure I understand your question.

It appears like you are mistaking the GF protection for equipment that is required on feeders of 1000A or larger with the GF protection for human beings such as is commonly found in kitchens and bathrooms.

They are radically different animals.

In any case, a contractual arrangement can provide for requirements beyond the bare minimum required by the code, as long as the bare minimum code requirements are met.

Have you sent an RFI to the engineer asking why this is in his/her design?
