Hot Tub Bonding/Equipotntial Bonding

2005 NEC,
Can someone one explain to me what they are trying to say in the second sentence of 680.42 (B)? Does this have anything to do with the required equipotential bonding of the hot tub that is required in 680.26?

2005 NEC 680.26 is in part ll of article 680. Spas and hot tubs only need to comply with Parts l and Part lV

IV. Spas and Hot Tubs
680.40 General
Electrical installations at spas and hot tubs shall comply with the provisions of Part I and Part IV of this article.
