The answers are no and no. You need to review Article 680. Particularly look at Part IV.

A ground rod is unnecessary and virtually useless. If you are running conduit then you must use an insulated ground as your EGC.

I am confused by your question of "can i rely on the conduit as the ground to the gfi" The conduit nor the ground gets connected to the GFCI.

That is a very valid question and one I know we can argue forever. I can only add that I have never been required to add a ground rod so either everyone here is not considering it a structure or they never even thought about it.

That would be my bet.

There is no way that hot tub in the photo is not a 'structure' by NEC definition.

It was without a doubt built or constructed.

Here is another take on it. Do you suppose the wire we run is just a branch circuit that feeds a factory assembled unit and it is not a feeder. Does the fact that the factory assembly has OCP determine if our wire becomes a feeder ???? :confused:

I understand exactly what your saying and honestly I am not sure of the answer.
