If the installation is at a single-family dwelling, then a disconnect is not required per 680.41 of the 2002 NEC. It will have to be GFCI protected, however, at the branch-circuit source supply location.
It is my understanding that 680.41 is for the requirement of an 'Emergency Switch' to shut off the motor in an emergency, and not the required disconnect means for the purpose of maintenance.
I believe that a disconnect for the purposes of maintenance is required per 680.12. This is to disconnect power to the unit so that it can be worked on safely. The Emergency switch referenced in 680.41 is only to stop the motor(s) of the recirculating system and does not necessarily disconnect power to the unit. My understanding is that this is provided for emergency situations like someone getting their hair or clothing caught somewhere, etc. and the object is just to shut down the pump(s).
