Hot Tub - Overhead clearance

My question is in regards to an overhead service, and the clearance required between that and a hot tub. 680.1 seems to group all "body's of water" together. 680.8 which addresses the clearance requirements seems to be talking only about pools. If the "answer" is 10' horizontally - then it seems like this gets violated frequently around here. Has anyone else run into this?

680.42 states that "A spa or hot tub installed outdoors shall comply with provisions of Parts I and II of this article. Since Table 680.8 is included in Part I, it applies.
