Where in the code does it tell you that the Hot Tub wiring from the electrical panel to the outside disconnect needs to be in conduit?

Well it does in 680.42 unless it is a one family dwelling (C) gives the exception. Be aware that some tubs require a full size EGC and that would require a conduit.
