Do hot tubs need a #8 bonding ring ? Or does the factor already do that ? Also what code article is hot tubs ?

I assume you are getting after bonding of perimeter surfaces.

Answer is it depends. Though most spa's are packaged units and those don't need to have it - see 680.42(B) for outdoor units and 680.42 exception 2 for indoor units. (2014 NEC)
 
It's says it must comply with parts 1 and 2 of article 680. Is a hot tub that is one self contained unit delivered by a company and placed on the ground a " permanently installed spa or hot tub "?

680.2 definitions:

Packaged Spa or Hot Tub Equipment Assembly.
A factory-fabricated unit consisting of water-circulating, heating, and control equipment mounted on a common base, intended to operate a spa or hot tub. Equipment can include pumps, air blowers, heaters, lights, controls, sanitizer generators, and so forth.

680.42 and 680.43 specifically exempt packaged Spas from needing to comply with bonding of perimeter surfaces as I had mentioned before.

If you build your own spa then it must have bonding of perimeter surfaces just like a swimming pool does.
 
Do I need to provide a service outlet 6-20 feet away for a self contained hot tub ?
