is it required for a hot water circulating pump to be GFCI protected and if so or not where is it in the code book

Assuming you are referring to a pump used in a hot water loop for a commercial building.

If hard wired, no; unless 110.3(B) comes into play because manufacturer requires it.

If cord connected, it would depend. See 210.8(B).

If it is residential and it is installed in area such as (outdoors, garage, bathroom) that require GFCI then YES. The pump does not require GFCI, the receptacles in mentioned areas need to be GFCI protected and not necessarily a GFCI receptacle either.
