Hot Water Jumpers

Is there any code related info about hot water jumpers to be bare conductors or if it has black insulation reidentify it with green tape?

I thought that was what a hot water jumper was, I guess this one needs to work on his or her timming.

Dunno what a hot water jumper is, but maybe it could be a jumper between hot and cold at the water heater.
