Hotel heat pump feeder sizing

Need to figure our feeder sizing for installing heat pumps in 165 hotel rooms. Hotel has 2000 amp 120/208 volt 4-wire service. Each unit is 208-volt single phase and draws 11.4 amps. 424.3 mentions a continuous load. Do i really take these at 100%? something doesn't seem right? Thanks.

424.3 is entitled "branch circuits". Would the same "continuous load" rule apply to Art 220 ????

Why are we in 424? Seems to me that 440 would be used here.

440.7 leads to 430.24.

430.24 Several Motors or a Motor(s) and Other
Load(s). Conductors supplying several motors, or a motor(
s) and other load(s), shall have an ampacity not less
than 125 percent of the full-load current rating of the highest
rated motor plus the sum of the full-load current ratings
of all the other motors in the group, as determined by
430.6(A), plus the ampacity required for the other loads.
