hotel room switched receptacles

Good afternoon all,
does the NEC or energy code require having switched receptacles in guest room of hotels? or can all luminaires be permanently installed without having the use of switched receptacles? code references would be great! We're working off of the 2008 NEC and 2014 NYCECC.

The NEC does not require switched receptacles and I can't imagine the energy code would limit you either.
