Hotel stairwell lights on a switch?

We have a 4-story hotel where the inspector is requiring a switch at each level. Maybe it's something in the NFPA life safety code 101? I believe he maybe referring to 210.70 (2) (3), but there is a ceiling sensor in the ceiling on each leveI so wouldn't that fall under the exception listed to (1), (2), and (3) - Remote, central, or automatic control of lighting shall be permitted in hallways, stairways, and @ outdoor entrances.

When did we get away from the stairwell lights staying on 24/7 with backup battery's that stayed on for 90 minutes and no switch?

Ask your inspector for a code reference.
Unless I'm missing something, 210.70(A) is for dwelling units. (B) is for guest rooms and guest suites. (C) doesn't cover stairways.
IMO, switches aren't required in hotel/motel common stairways.
