On Washington Electrical Administrator Major Calculations portion of the test, on some of the Multi Family questions it states, "Do not include house circuits," Does anyone know what circuits they are referencing?

House circuits are the non dewelling units circuits. Like hall lighting, recpt etc. This all is feed from a house panle. This may include heat and air conditioning as well depending on type of structure. Some multi family will also have onsite laundry facilities as well.
This would be a different calculation
I see hv & lv posted at same time.

House circuits are ones that control outside lighting outside outlets for maintenence.

The common-area power, such as hallway/stairwell lighting, exterior lighting, elevators, etc.

In other words, stuff on the landlord's electric bill, not the tenants' bills.
