House panel in tenant space?

Working on a retail project, very basic building split in two retail stores.

There is no distinct common area and I did not provide a house panel for this project.

However the owner is requesting a house panel, separately metered, and asking for it to be located inside one of the tenants.

Thinking about this, it doesn't seem like it would be code compliant.

Appreciate your feedback.

What code section would it violate? I don't see a problem. If you want to limit access to the tenants then build a small electric closet and put the panel in it.

The tenant must give you permission to access the panel space when they aren't there. This may involve keys to the space, access to alarms, etc. I'm assuming this is an existing tenant with a current lease. After the lease expires, the access could be written into the lease.
