hello, is it allowed by NEC to have the house panel in bldg A but house panel lights are in BLDG B (wall mounted outdoor lights 120v, 20amps)?

If bldg b is a townhouse (5 units) and they have their own panels, wouldn't it have a problem with nec 230.2? The townhouse bldg b has its own meter center mounted in its own wall outside (800amps with 5 meters of 200amps). If that meter center is switched off, the wall mouted lights will remain on because they're branched in house panel that is located in panel A.
