House Panel Location

Working on a small multi-family residential building (4 unit).
There's no elec. room or space designated for elec. equipment and I'm not sure where to locate the house panel.

I've inculded a copy of the 1st floor plan below, with some ideas of where to locate it.
Location (1) which wouldbe outside next to the meter center. Location (2) which would be inside the garage. This is a common garage shared between multiple tenants. Or location (3) which would be recessed in the common stairwell.

I'd appreciate your thoughts. Thanks

Where are the service disconnects for the 4 units ?
(Unless you meed one of the exceptions, all service disconnects should be grouped)

I am curious about the garage. Do the tenants share a single garage with space for two cars where the cars are parked so you have to move one car to get the other one out?

Unless there is a separate service disconnect for the house panel at location 1 the panel would need to be there (I was assuming house panel had integral service disconnect)
