House panel size

There is a duplex with a 2 gang meter base and 2 - 200 amp panels. The owner wants to install a house panel to run all the outdoor lighting. Does this panel have to be a minimum of 100 amps or can it be any size I choose? Also, what do you think is the best way to do this job - pull the 2 gang meter base off and install a 3 gang to feed the new panel?
 
Guessing that it is a service disconnect, I believe it would fall under 230.79(D). IMO.

Edit x2: Is 210.25 applicable to this duplex?

What you suggested seems like the way to go. :)

If you wind up with a seperate lateral for whatever reason, bear in mind the POCO may have a 100A minimum for services.

Otherwise, unless you forsee the possibility of greater house loads in the future, I'd go with a 60A disconnect for the house panel, myself.

The sub-panel is not required to be 100 amps only the service on a single family home.
 
It seems that the purpose of this panel is to remove the expense from the dwelling unit and have a sepearte meter for the "house" loads. Since the "house' loads are not for the dwellng, but for parking lot lights, etc, they will not be subject to the wide load fluctuations that one would see in a dwelling, you will be able to determine the load on this panel fairly accurately. You should be able to use a 60-amp panel. You will probably need to discuss it with the AHJ as I am sure that there are some that would argue that the property is a dwelling so all the rules for a dwelling would need to apply. You will definitley need to add a seperate meter for this panel as that is the whole point; to meter the house loads seperatley. This is not a sub-panel - it will be a third main disconnect and distribution panel.
