Where is the Section off the Code that that requires a house panel for common loads such as stairwell lighting associated with multi-family occupancies

The original question was posed by another inspector and it seems in addition to exterior lighting, etc. connected to one tenant's panel in an 8 unit structure there's a question with a "fire pump"
My area had chosen not to adapt the section of the building Code addressing residential fire sprinkler systems so all my experience has been with commercial. It seems this same structure has a pump for the sprinkler system. I'm aware of the requirements with Art 695. Is there any rule that would exempt a structure such as this from meeting the requirements of Art 595 ?

How old is the building? Section 210.25 is new to the 1996 code, near as I can tell. Does that make a difference?
As for the fire pump, hopefully it never has to run. And, if it did, would someone complain about the cost?

I think a 13D (1 and 2 Family) system would be outside of 695. But it seems to me the building you have would be a 13R system and if it has a pump it would be a limited service controller or full service controller and would fall under 695.

You are correct, this would be under 13R. 13R refers to NFPA 20 with regard to fire pumps for this application and 20 does not make any special allowances or exemptions for 13R systems. They need to be installed per 695.
