How about some possible code changes? Let me bounce some of these off you guys before putting them into format for submittal. 
406.9(C) Change to: A grounding terminal on a grounding type device shall not?..
I know it?s been in the code in its present form forever, but the way it is written, you couldn?t use the device for its intended purpose.
Add to art.100, definitions:
Industrial Site. A facility that processes or manufactures a product or products.
Commercial Site. A facility that sells or services products, or is otherwise involved with public or private services.
