How close can underground conduits encased in concrete be to a fire hydrant?

I have underground conduits that will be encased in concrete. They are currently 5" away from a fire hydrant. The conduits will rise out of the ground next to the hydrant. Is this a code violation?

It might obstruct access to the hydrant. I have a hard time believing that is a good idea.

If this is a true fire hydrant, then NFPA 1 will be your go to.
Generally 36” clearance is required unless AHJ approved less.
XFs have to be 48” away.
