How do you install wafer lights in ceiling with 12 inches of kraft faced insulation

I have a vaulted truss ceiling with 12 inches of kraft faced insulation up against the 3/4 pine ceiling paneling. Do you cut a hole in the kraft paper. Where does the driver go. Can you staple the wire to a rafter and suspend the driver above the insulation. You would want a good air seal. I think if you push the driver and fixture under the kraft paper and lay it on the pine it will end up ripping the kraft. This is new construction, so should you not staple the insulation in the area where the lights are going then lay everything under the kraft and on the pine. Would there be a heat issue between the light and the kraft? Appreciate all suggestions. Thank you
