How does NEC/CEC define a kitchen peninsula?

The questions specifically is, would a counter mounted under a full-height pass-though window count as a peninsula? The issue being that there is no "wall" or backsplash to mount the required receptacles. Pop-up receptacles in the counter also won't work due to equipment on either side of the sink. Can't drill a hole in the top of the dishwasher to accommodate a pop-up outlet! If we could count this as a "peninsula", it would solve the problem, but it's not clear (to me) what NEC, or specifically CEC, considers a "peninsula".
