How long until the house burns down?

I purchased an old farm property and am have been going over what would be the best approach to tackle this job. The house has been in use by myself only for over a year with no issues (fires) yet and it is wired for 100A service/#2 wire. I don't want to push my luck so I am going to work on the replacing the basement panel (which has had moisture issues, thus all the rust), but my main concern is how they had this wired. Am I ok to replicate the double tap on the main lugs in the basement seen in picture #2 or is that a no no?

My new panel only has lugs big enough for 1 wire on each leg, so I technically cannot fit two #2 wires like it is currently. Am I ok to install the 'staircase' double lug to run the wires upstairs or is there a better way?

Also, is the upstairs panel 'technically' a sub panel or remote panel?

Please share any other concerns/comments/code violations as well so I can address these issues.
